That's not something turned off, that's a genuine non-coded thing because no developer in their right mind will move from planning and design, agreeing to make a top down twin stick shooter and even consider a 3rd axis of control (aiming weapons up/down). Everything would look very poor and the control scheme is built with absolutely zero 3rd axis management. They pulled off a marvel of a creation for mobile platforms and yes, they technically "4k'd" the majority of assets for PC Steam release (years later), however the viewing angle limitations still hold. Google " Bringing Halo: Spartan Assault to Windows Tablets and Mobile Devices " and watch the 45min video from 343i developers explaining the way the game is made, and learn about the incredibly poor (for your purpose) assets. Literally to the point that it'd be faster for someone to try to recreate the models and textures and effects themselves in their own game to try to make a first person version, but still, that's not a mod and that'd be an extreme amount of work and that quicker version involves using literally nothing from the original game so it'd be a first person remake if anything. In other words, it's impossible for a modification to make the game playable in first person, the only way to achieve that is to make an entirely different game that looks like the same game and has the same "content" which would take even a big team a long time to accomplish. They'd then have to build an entirely separate game, and make the game likely similar to Halo, but look at projects such as Installation01 and Project Contingency that fail to recreate the feel of Halo's pacing, motion, and combat. The only way for there to be made a first person shooter version of this game is if someone worked about a year getting the models and effects and everything out of the game and into another engine like Unreal Engine. Hear me out, it is definitely possible through hard work to export the models out, but this game was built on an engine that doesn't work with first person controllers(controller being a term for the system that allows interaction within the game, different views and functionalities require different controllers-I want to specify, I am not talking about a physical controller).
